Moreover, the cited page doesn’t list country-level laws in 1945-1992, it lists international treaties; and the earliest listed treaty is from 1953.
Europe didn’t have a law about it until 2016.
Europe doesn’t set all the rules at the EU level, this type of thing was probably law in many EU countries before it was law at the EU level.
