The Roman Republic and Roman Empire were a famously expansionist polity, and even neighbors who were ‘friends of Rome’ were generally in a position of effective vassalization, and often absorbed completely by Rome when the opportunity presented itself.
While Rome was surprisingly good at earning the loyalty of provincials after a generation or so, it was a bit of a situation of “No better ruler, no worse neighbor.” As long as Rome didn’t control a region, its tendrils would always be grasping at any pretext - generally not enthusiastically welcomed by the present inhabitants!
