Yeah, they didn’t put it in the constitution probably because they thought clean water is a given. I’m sure they thought “nobody will be stupid enough to have to be told this is a human right”.
They didn’t put it in because the Constitution was written in 1789. Indoor plumbing didn’t even exist yet. “Clean water” was an abstract concept.

Im saying the Constitution is worthless if it doesnt obligate the government to keep its citizens alive. Clean drinking water is literally the most basic thing anyone can expect.
And what good is a Bill of Rights if the government can just ignore it?
There should be inalienable rights when part of a society and access to food and water should be part of it.
