Some words have more than one meaning there are so many of those words that a word was created to describe words that are prounounced and often spelled the same way but have different meanings, that word is homonym.
People is not discriptive enough, citizens, permanent residents, migrants, and illegals all fall into the people category. Illegal is used to convey the immigration status of a person.
