At least on the Voyager app, maybe instance dependent (?), but you can add a tag to any user that you’d like.
Like I can click your username, tap the buttons on the top right, and ‘Edit Tag’ to say ‘fabulous member of womensstuff’ that will show up next to your name when I see your comments.
I just checked and on my piefed instance I can “edit notes” on their profile in the “more” dropdown. I just use the website and no app so maybe your instance has the same thing under a different name as well

The standard Lemmy interface doesn’t seem to provide any such feature. It’s OK, I don’t need notes to block.
