Legal, illegal. What does it matter. As long as there’s no meaningful punishment for it everything is legal. In a highly centralized state or government. Legal is what they allow the peasants to get away with. Legal has no relationship to the standards they hold themselves to.
take a pair of ordinary pliers & bend the coins in half whenever someone hands you one, then politely hand the mangled coin back with a smiling “No, thank you!”
& always keep a pair of pliers on your person
