I wonder how much of the aid to Ukraine shows up as money that Ukraine can decide for itself how to spend, as opposed to money that U-turns straight back into pre-determined US defence contracts.
Different packages for different needs. Just from the headline, why would you expect anything other than weapons? The entire approach so far is to send weapons from inventory, then contract with us defense industry to replenish US inventory
