He could actually just have decided the systems are bad and will never work because he was kept informed about testing faults a few years ago.

The US Navy was already really struggling to build and design anything, and it’s resulted in several massively expensive failed programs recently.

Obviously, Trump doesn’t realise how expensive, lengthy, and pointless a steam catapult refit would be - but the fact that he’s even heard of the electromagnetic catapults suggests there has been some problem bad enough to reach the presidents ear. Same with the idea of the Trump battleship; he must have been told the actions of the navy are limited by available missiles, both in theatre, and production output.

Edit: Figured it out. He was President 2016 until 2020 when the Ford was undergoing sea trials and they couldn’t get the electric catapults or lifts to play nice with the rest of the ships electrical system. He could just be holding onto that and insistent that he knows best.

This is the first fresh carrier program in 50 years at this point, so it makes sense that he’d be briefed daily on testing.

The Saudi military has an extremely high budget, but the quality of personnel is exceptionally low.

I don’t actually think the Saudis as a society have the technical or industrial base to maintain the large, sophisticated military they bought - in the previous war 10 years ago they primarily relied on foreign african mercenaries and it went very poorly. The Saudis have on paper have some serious equipment; but in reality it’s just a truck full of clueless foreign children driving into Yemeni ambushes. Building institutional military culture is actually very difficult.
