town: midsized settlement with a market serving surrounding villages
city: large settlement with a cathedral serving surrounding towns…they’re each surrounded by satellite instances of smaller settlements, until industrialised resources give way to the wilds…points-of-light settings may balance that heirarchy more sparsely so the wilds dominate industrialised resources but, despite the comparative isolation of settlements, the same general principles still apply…
